By default Exchange online has single item recovery enabled, but as a Global admin you do not normally have permission to do a recovery for a users mailbox.
You need to add the role from the left hand side, select "Roles" then "Admin Roles" followed by "Add role group"
Give the group a name and assign the following permission "Mailbox Import Export" and add the admins you wish to do the recovery.
Then give it an hour or so for it to take affect
