If you believe the possibility exists then you should seek it out. Keep moving, whatever it takes. Even if the way ahead lies through a river of mud.
Seen this happen on an Remote Desktop, fix was to delete \ rename the xlb file located in "\AppData\Roaming\Microsoft\Excel"
That should fix it. but also had to just rename the whole folder / delete it and that sorted it too.
